Attorney General Jeff Landry Announces Two Arrests for Child Pornography

BATON ROUGE, LA – Attorney General Jeff Landry announced the arrests of David Billiot and Stephen Chupko on multiple charges involving the exploitation of children.

“My team will investigate and arrest people who prey on children,” said General Landry. “And we will bring child predators to justice.”

Billiot, 29, of Montegut, was arrested on February 26, 2016, on five counts of Pornography involving Juveniles and one count of Indecent Behavior with Juveniles. His arrest was the result of a joint investigation with Attorney General Jeff Landry’s Cyber Crime Unit, Homeland Security Investigations, and the Terrebonne Parish Sheriff’s Office.

Attorney General Jeff Landry’s Cyber Crime Unit was conducting an investigation into the possible online exploitation of a child. As a result of the investigation, probable cause was developed to arrest Billiot on stated charges. Billiot was also arrested by the Terrebonne Parish Sheriff’s Office on an outstanding warrant. Billiot was transported and booked into Terrebonne Parish Jail.

Chupko, 30, of Ponchatoula, was arrested February 24, 2016, on charges of Production of Pornography involving Juveniles under the age of 13. His arrest was the result of an investigation with Attorney General Jeff Landry’s Cyber Crime Unit, the Tangipahoa Parish Sheriff’s Office, Homeland Security Investigations, and the Plaquemines Parish Sheriff’s Office.

An investigation into the possible possession and distribution of child pornography led to the execution of a warrant on Chupko’s residence on December 15, 2015. As a result of the search warrant, Chupko was arrested for Pornography involving Juveniles. During a forensic examination of digital media seized, additional evidence was found of other crimes. As a result, an arrest warrant was obtained and executed on Chupko for the stated charges. Chupko was rebooked into the Tangipahoa Parish Jail for Production of Pornography involving Juveniles.
